When WiFi is connected 4g is inactive AMD not lit uon notification bar, when wifi is disconnected mobile data works perfect but I'm going over my bill because of it, why won't it work?

If you want to make calls and browse the web at the same time you have to have Advanced Calling to turned on, however to the best of my knowledge Verizon is only offering Wi-Fi calling on iPhones (though I don't believe it's all of them.) If you want to use Voice and Data over Wi-Fi you'll need an app like WhatsApp.
