There are certain requirements that must be met in order to bill to account. I know my friend had a business account and that was excluded. I was just helping him upgrade his CC in the Google Play Store. You will have to contact VZ to see why your not elg. I'd suggest chatting with them on VZW.com. A friend of mine has a corp liable account and that excludes him for bill to account.

One can also add a Google Play gift card to the account to use for purchases instead of a credit card or bill to the cellular account.
I'm most definitely NOT a VZW employee. If a post answered your question, please mark it as the answer.

Bill to account is not eligible if your account is less than 6 months old, has an outstanding balance, is cash only or does not have good payment history within the last 6 months.

alisameacham,
Billing apps to your Verizon bill is such a great option. I'll be happy to help. When did this start happening? What exactly happens when you try to purchase and download an application, what options does it give you instead?
