For 2 month in a row I was charged for international data roaming on my phone for Canada. My international Data is turned off and I set my phone in Blocking Mode so only texts are allowed while in Canada. If my data is blocked then I should not be getting any charges.

To prevent data charges when in Canada, turning mobile data completely off is the best solution. Simply go to Settings - Data Usage, and uncheck mobile data.

It's definitely concerning seeing international charges on your bill, dartholy. What steps did you take to turn off international data and set up blocking mode? Did you receive text message alerts notifying you of data usage or did you become aware of this when you received your bill?

its on blocking mode only allowing text messages. on a galaxy s4

Blocking mode on my Samsung is a do not disturb feature. It doesn't stop the phone from functioning, all it does is turn off sounds.
AIrplane mode would prevent mobile data use.

This is NOT TRUE! I turned my data off and I still got charged for making phone calls. I literally just received this message by an agent on 11.22.23!
“Adrian, we were informed by the specialized dept. that Wi-Fi calling is a service also provided by Verizon and when you use it in the US to make international calls or in a foreign country to call back to the US or other countries you are charged as per your international long distance calling plan. If you don't have one, you're charged international long distance pay-as-you-go rates.“
So basically we’re all screwed either way!! If you make phone calls even with cellular data turned off and only using wifi, any calls you will be charged unless you have an international plan.

By chance did you receive any picture messages or group texts? MMS makes use of data and is why the mobile data must be turned on in order to receive them. If roaming data was turned off, it's possible the phone didn't block MMS related data charges.

Pretty much it looks like I need to turn Data off completely when going to Canada......
Even though Data Roaming is already turned off by default (it needs to be specifically turned on for web browsing, and a warning is provided) the system still allows for some types data to get through, which is obviously a flaw in the system.
Airplane mode is not an option because SMS texts are included and I should still be allwed to use that service without charge.

You can turn mobile data off And still get SMS.

I wouldn't necessarily call this a flaw in the system. Many international carriers, where MMS is not commonly used, bill MMS as nothing more than an SMS charge. Verizon I know relies on MMS as a data billable item. I am not sure about other US carriers. If you've configured an APN before on a phone, the MMS Gateway and proxy is something the phone reaches out to with DNS and TCP/IP traffic. This is why even basic feature phones get 10MB of 1X data as a part of any plan.
But yes. If going international turn off the data entirely. Safest way to do it.

Verizon bills it as SMS and not data just like any other carrier.

Also if you are roaming and data is used even in MMS it will be billed the same no matter what carrier you go with WORLDWIDE. The only time it isn't applied that way is when you are not internationally roaming.
