How can I set a picture that I have downloaded from an email into the phone files to a contact pic?  I go through the same steps as setting one from the gallery except that I select "files".  Works fine when I select a gallery photo, but not when I choose a photo from files...most are jpeg.  It just never takes effect!  Please help!

Try moving the photo to your DCIM folder in your phone, where your pictures that were taken with your camera normally reside.

So go to "Files" or "My Files" on the droid x, it's an app that is preinstalled, go to phone files or phone storage.  Locate the photo that was emailed to you.  Select it, select move, go to your DCIM folder, make sure that you can see the rest of your pictures here, click move again.  this will place the photo in your camera gallery and make the phone think that you took this photo.  Then you should be able to assign it as a contact pic.

Hope this helps!
