Does Verizon offer low end low cost phones for the homeless/ low income people?

I've been trying to work with Assurance Wireless for a homeless gentleman who had a phone offered to them from their government free service. That phone is broken and beyond repair.  (Homeless lifestyle is not gentle.)I was told by Assurance Wireless that in order to keep his service active, the homeless person must use the phone at least once within 30 days otherwise the service ends and cannot be renewed. When I requested for them to get a new phone... I was told "we have a BYOD program running at the moment, bring an unlocked phone and we'll get them up and running." Have you seen the cost of unlocked phones?  Anyway, is there an inexpensive phone that Verizon offers that meets their criteria. The previous phone was a Studio Mini 2023.  Not a flattering one to say the least but it works... when it's ... not ....heh. 

I have seen them selling online through ebay from $30-$60  . But because I am not familiar with these, I don't want to give them a phone that's going to have their service stolen or worse, have them accused of stealing someone else's phone.... 

yada yada.... So, any advice? I have 30 days from today...
