Figured it out and got it working on my moto z4.
My GBoard app had the microphone access denied. Changed it to allow and now the second microphone popping up when tapping IN the Message+ text window, initializes the microphone and converts my voice to text!!!
GBoard is the Google default voice-to-text app, but apparently you can use others as well.

Voice-to-text is a very popular feature. You can use it in Verizon Messages. When responding to a text, tap the microphone button in the text field to use voice-to-text. ~Geo

On my Android moto z4, tapping the microphone in the text field does NOT do voice-to-text, but records a voice message, as the OP posted. Is there some setting that tells Message+ to do voice-to-text instead of recording?

Tapping IN the text response field brings up the keyboard which has ANOTHER microphone icon. Selecting this second microphone gives me this error message 'No permission to enable Voice typing'.
Does anyone know how/where turning this option on is?
