My phone labeled one of my texts a draft, but there was nothing there, so I tried to delete the draft text and inadvertently deleted all my texts to that person. Can the texts be restored?

They can be restored from wherever you were backing them up (Cloud? app?); if you weren't backing them up, then they are gone.

Having access to the information we need is important. Verizon Cloud is a great tool with different benefits. As long as you backed up all your text messages to your Verizon Cloud, you can access your text messages.
It is crucial always to back up your personal information to be able to recover any information you need.

Losing all of your text messages with a specific person is never fun, Resiterstown. Tikibar1 is correct that you can only restore text messages if they had previously been backed up. Are you using Verizon Messages? If so, you may be able to restore the last 90-days of text messages by following these steps: Open Messages+ > Conversations Window > Upper Left Menu > Restore Messages
