Service Issue

Is Verizon shutting down service or slowing service in rural areas during this critical time.  I am losing signal as well as slow to no service over the past 2 days.   We are an elderly couple in rural area of Arizona and Android phone and hotspot are our only mode of communication.   Has anyone had this issue?
