Why Am I Not Able To Use Wi-Fi Calling?

I had been able to use Wi-Fi calling when in my basement office, but today could not.  I had to enable Google Hangout.

Previously

1. Turn-on Airplane mode

2. Re-enable Wi-fi

3. Try calling using dialer, get message "You must turn-off airplane mode"

Enable (Possibly Re-enabled) Google Hangouts

1. Turn-on Airplane mode

2. Re-enable Wi-fi

3. Call using dialer, works!
