If closing all apps and restarting your phone doesn't work then I would visit a corporate store and have them replace the SIM card.
We want you to be able to get your text messaging in time. What sprmankalel mentioned is a good idea. A new SIM Card might help improve your service. Any Corporate location will be able to provide you one for free if you have a Postpaid account. We can also try some troubleshooting. What kind of phone do you have? Have you tried resetting the Network Settings?
