Why was I charged for my returned device

I sent a phone back and I'm being charged for it. I've had two customer service people research it, both told me the tracking number that Verizon has on file was not the one on the return tag that was shipped with my phone. They both said they were able to find my phone and both issued me a credit. That is was definately an error on Verizon's part. Both times few days later the credit was reversed. Now when I call back I'm told they can't fime my phone again and it's still my problem and I've got to pay for it. I am not paying for it, I spend 6000 a year with Verizon and they're gonna lose me as a customer after 16 years over 600 dollars.

If it was returned damaged, there is a damaged fee.
