caller's photo becomes desktop image

When my Galaxy 4 rings the photo assigned to the caller's number becomes my wallpaper. I cannot correct this. Any suggestions?

The background changes to the photo I have assigned to that caller in my contact list. When a person not in my contact list calls, the default profile of a person becomes the background.

Wow, this is incredibly strange, morrismith. To clarify, do you have the Samsung Galaxy S 4 or Note 4? Are you using an application that provides wallpapers or do you add your custom wallpapers from your gallery? When did you notice this starting?
