my daughter's phone is turned off - and now lost somewhere in the house. Can Verizon send a signal to it even though it's turned off?

That is not a possibility.
The phone needs to be powered on to either have a connection/communication with wireless network, Bluetooth, Wifi, etc....

I'm sorry to hear you've lost your daughter's phone. I completely understand the importance of making sure you're able to find it.
As lukevinyl mentioned, we are unable to send a signal to the phone to locate it. Did you have the Find My Device option turned on? The phone needs to be turned on in order to be located using Find My Device http://spr.ly/6580D5Sba;
If you are unable to locate the device, do you know if you have insurance on the line? If so, you can file a claim here
