I would suggest the following:

1. Restart Device (if removable battery, pull the battery; if not, simulate battery pull [typically hold POWER and VOLUME DOWN])

2. Replace SIM Card

This usually happens when:

1.) There is no SIM card in the phone

2.) There is no active service

3.) There is no signal reception
