phone wont boot up,stays locked on boot screen in safe mode

my phone stays locked on the LG boot screen while in safe mode.

when not in safe mode it boots and shuts down from the LG screen it never makes it to the home screen.

I have followed the troubleshoot guide still wont boot.

actually it never makes it to safe mode.when I try and go to safe mode it locks on the LG screen
