No matter what I try, I'm unable to activate Wi-Fi calling on my Samsung Galaxy S8. I'm going to setting -> Connections -> Advanced Calling -> Activate WiFi Calling. This is frustrating because I live in an area with poor cell service.
Here's what I've done so far to trouble shoot:
- Restart the phone
- Clear the phone cache
- Enable all Verizon default apps
- Confirmed HD Voice and Video calling is ON.
After all of these, I still just get a message, "Unable to activate Wi-Fi Calling at this time. Please try again later," when trying to activate. Please help.

So I tried most of the above steps, then I thought, maybe I just need to turn wi-fi off and then try setting it up. That did the trick! Just turn wi-fi off and try to verify your emergency contact information. This worked for me.

ANSWER:
Settings > Apps > Show System Apps > View: Disabled >> Enable "My Verizon Services"
Make sure HD Voice and Video Calling is on.
Wi-Fi calling does NOT work on unlocked phones. The phone needs to be a Verizon model.

Why in the world would you have to have Video Calling on I dont know but it fixed the issue

I am having the same problem. I have tried everything in this thread, but it still won't work. I have a Samsung S10, purchased yesterday. We live in a remote location with no cell service, so have to rely on our home Wi-Fi to connect. My old S6 Edge never had this problem. I have a notification that reads "Tap here to update emergency location information." But when I do, I get this message, "Unable to activate Wi-Fi Calling at this time. Please try again later." HELP!

RandlSon, we understand the importance of Wi-Fi Calling, especially if you live in an area where service is not the best. Wi-Fi calling is a network feature. This means when you first activate it, you must be in a stable 4G LTE Verizon Wireless coverage area. After it has been activated, you can use the service anywhere Wi-Fi is available. The initial activation however, does require you to have adequate service. Please see the link below for details.

Had the same issue following June 6, 2019 update.
Went into Apps/View System Apps/My Verizon Services app, then go into Permissions and enable all of them. That forced the phone to finally prompt me to enable Wifi Calling and that fixed everything.

I was able to get it to work, you have to enable all of the Verizon Services permissions, then Restart the device.

It is never good to hear that you are unable to activate Wi-Fi calling. Let's look into this together to get the feature set up or at least stop the notification. What make and model phone do you have? Are you in an area with a strong Verizon Wireless LTE connection? Thank you, CornDawg, because after several hours I'll never get back -- including an hour with Verizon tech support which is like 7 hours in h*ll (the forum here wouldn't accept the technical term for the Verizon support experience) -- there was a whole lot of nuthin... until your solution here which actually worked. All the Verizon employees in this thread are, as ever, completely useless.
Turn your wi-fi off, people, turn on wi-fi calling, turn wi-fi back on, and you'll be done.
