what does this phone intercept recording mean when attempting to call a Verizon phone number

Does this mean that the number is still valid, the account holder is just not able to answer the call for some reason?

Thank you for reaching out to us, Cruzer160. More than likely, that recording means that the number is no longer in service or has been changed. When was the last time you were able to successfully reach that number?

Unsure a couple weeks ago. the message is almost like an advertisement. I thought maybe it was a temporarily message that plays when phone is not able to answer for a particular reason.

meaning that the customer can still reactivate their account to turn their phone back on right? meaning its a temporarily status

do you think it may be more likely its down for service or temporary since it did not issue the recording

Announcement 2   -  i thought that this intercept was the one that indicates a permanently disconnected number
