when i try to set up my voicemail all i get is a busy signal

I need help setting up voicemail on my phone. I just got it from a friend and when I call my voicemail I get a busy signal. I really need to set this up. How do I fix it?

To be clear, when you dial *86, you get a busy signal?

Call customer service at 1-800-922-0204 from a landline or another phone and ask them to check your voicemail feature from their end.
