Can’t send MMS but can receive

I have been unable to send MMS messages to any number that is not an iPhone with iMessage. My service was suspended last year from August-November 2022 and during that time I had an eSIM through T-Mobile’s network try out that was temporarily installed on my phone so I had some kind of service. After I paid my past due bill in November, I deleted the eSIM from my iPhone 13 Pro, but still have the regular SIM in the phone. And now I cannot send pictures to any contacts in my phone unless they have an iPhone and iMessage turned on, but my husband who is on the same plan as me and whose phone was shut off the same amount for time has no problem with sending or receiving MMS messages (he has a Samsung S22). Matter of fact, he can send MMS to me, and I have no problem receiving. 
Every time I try to send one, a box pops up that says that “MMS Messaging needs to be enabled to send this message.” Everything in my settings for my messages is turned on. I have contacted Apple and they walked me through all of their solutions with no avail and Apple told  me to contact the carrier to get this resolved. I pay for the services and it’s ridiculous I can’t even use everything I pay for.
