On the "do not call" list, paying extra for spam/robo protection. Why is there so many spam call/texts still coming thru?

The Do Not Call list functions as a sieve at best: there are a ton of holes in it. I'm not completely up-to-date on the current rules, but any legitimate activity such as political campaigns and non-profit organizations are exempt (or at least used to be) from Do Not Call. It also used to be that any organization you have an "existing relationship" (i.e. you bought something from them, or otherwise conduct business with that company in some manner) could sell, rent, exchange, etc. your number to 3rd party companies. This loophole was closed, but it's still a good practice to go into any online accounts you have with whatever businesses you typically shop at or otherwise do business with (banks, etc.) and limit how much 3rd party marketing they can do to cut down on your spam.
Sc*mmers obviously don't care about the laws, so will find ways to circumvent anti-spam apps. That's been going on forever, unfortunately, as I remember an old acquaintance many years ago telling me he used to work for a telemarketing call center and they were proud of all the ways they knew for getting around screening gadgets and the like!
Landlines are mostly exempt from anti-spam rules, so if you still have a POTS or VoIP line, getting rid of it will cut down on spam immensely (99.9% of the calls I used to get on my landline were spam).
