My friend just sold me a gs4 that he is no longer using on his at&t contract..he recently upgraded to a gs7...can I buy the network card or whatever and use this with my existing Verizon prepaid service?

No. If his phone was the AT&T branded version of the Galaxy S4, it is incompatible with the Verizon Wireless network. If he had the Verizon Wireless model then you should be good.
