You can only activate phones which do not require a data plan on prepaid service. This includes "Feature" phones and 3GMM phones that were sold before January 18, 2010. If you have a question about a particular model, you can ask here and someone will probably know if it requires data.
Also, be sure to check the ESN with Verizon before you purchase. If the ESN is bad due to the phone being listed as lost/stolen, or linked to a past due account, you will not be able to activate it.
