You cannot activate phones which require a data package on postpaid service as a pre-paid device. This means that any phones in the "Smartphone" or "3GMM" category cannot be used as prepaid phones.
The Droid is in the "Smartphone" category, so it cannot be used on Verizon prepaid. If you want a prepaid solution for the Droid, you will need to look elsewhere to the prepaid divisions of other CMDA carriers, or MVNOs that operate on Verizon's network.

If you look here they show the prepaid ones but call and ask if there are more and make sure before you buy. I know a while ago someone said the rep told them they could buy an ENV3 for prepaid and they did and got home and couldn't activate it and then was told it can't be used on prepaid so the rep had messed up in giving the info. DeJager, I originally posted that response in May of this year, the new prepaid plans for 3GMM and smartphones weren't released until recently, and they aren't even active yet. You'd better serve the community by not digging up old threads that have information that was correct at the time, but is now out-dated, and instead posting a NEW thread about the new prepaid offerings.
