I have a Prepaid LG-vx5600 cell phone and get disconnected when calling a international call. It rings and it appears that someone has picked up and then I get a recording form verizon about my account balance. I dont have any problems texting to this number.

Have you listened to the full message? What does it say?
It is possible that you're required to have a minimum account balance to place international calls, do you have enough money in your account?
It sounds like your roaming, on prepaid they do let you know what your account balance is so you have a choice whether to connect the call or hang up if your balance is low. Or it could be you don't have international calling. You can call customer service and they can tell you if you have international calling 1-888-294-6804
