Reduced performance?

In the prepaid plans, it states in the small print that when your 4glte allowance is consumed before the next billing period, you go to a much reduced data package. It further states that in this plan, you will be subject to reduced performance and a lower priority for connections. Can anyone tell me if reduced  positioning only applies to any prepaid  selected plan after you have exceeded your 4g lte allowance?

Pre-paid is put on a lower priority. So if there is congestion you will be at the back of the line so to speak. As far as exceeding your cap that is a hard throttle of a MAXIMUM of 128 kbps regardless of congestion.
