Slow speeds

Currently getting   .55mbps down and .64mbps up. I know I'm on prepaid and should expect it to be a little slower. But it shouldn't be this bad. Probably a config issue?

Verizon says it can “prioritize your data behind other customers during times/places of network congestion,”
