Verizon prepaid locked

I have a prepaid Verizon j3 bought from someone today. When I try to activate on total wireless I get an error to call Verizon to use in another network. I am assuming that means it hasn't been 12 months used on Verizon prepaid.

Is my only option at this point to get a verizon sim and port from total wireless to Verizon prepaid?
