can't make a call while in canada, it say 'Not Enough Money On Your Account' even though I just added money

I am in Canada and I am using an international plan right now. 

I NEED to make a call but verizon says there is not enough money on my account. that's wrong because I just added money. This is very annoying. How can i get this fixed?
