Verizon Wireless has a safety option that will allow you to limp along once your current cycle's data cap has been reached.

They are referring to the prepaid plans with safety mode built into the plan. Data speed is restricted to 128 kbps for the remainder of the month.
Foot note # 4: Once high-speeds data allowance is used, 128 kbps speeds for the rest of the month. Functionality of some data applications, like streaming video or audio, may be impacted.
