Billing Issue

In July I bought an iPhone 13 from Best Buy to trade in for the trade-in credit of $1000. I purchased an iPhone 15 Pro Max and had it shipped to me. Due to shipping errors the phone was never delivered and after two attempts to deliver the phone to me the phone was returned to where it was shipped from in Texas. Since the phone was still in-transit back to the shipping center, they told me the phone was still in transit however the shipping tracking shows that it arrived at the facility. Because I did not want to wait, I was told they could create a new line and allow me to pick up the same phone model in store and the promo credit would be applied to my account and once the other phone was finally "returned" to the warehouse I would not have to deal with having two lines anymore. Now it is October and I am still dealing with the issue after contacting Verizon support multiple times and telling me the issue would be resolved. My last time calling they told me the issue would be handled within 9 days so I waited for that issue to resolve itself, however my phone line was cut off this Saturday and now the challenge to fix the issue just becomes harder. This issue should have been handled months ago and I am on thin ice with continuing to deal with Verizon and the horrible service I have received.
