Can't add funds this monthly cycle

I have been on the chat with a "live"agent for over two and a half hours and zero solution. My adult son is at the World Championships for Para Alpine with Team USA and needs to add funds for Travel Pass. It says funds can't be added in this monthly cycle!! Thats ridiculous! I need help immediately and want someone to fix this!
