Does simply being connected to mobile data eat it up??

Hi I really hope this isn't a stupid question lol I'm not familiar at all how mobile data works when I usually use Wifi Most of the time. Anywho I was wondering if I have my phone connected to mobile data but not browsing the web does that still eat up data?
