Fees & Surcharges on prepay plans

Does Verizon tack on fees and surcharges on prepaid plans? According to the FCC website, the USF charges do not need to be passed onto the customer and most companies overcharge and pocket the extra revenues. Certain charges were dropped in 2000.

I have had a data plan and only pay a few cents in taxes. I would like to add a phone that functions as my data hotspot. Is having a phone that serves as a hotspot. Is that phone-dependent or plan-dependent? Are you charged for the wireless devices connected to the hotspot?

Yes, I have the $45 plan and pay $50.80 a month total.

You cannot add a phone just for hotspot.  You can add another line and use that phone for hotspot, but your max is 3.5GB on autopay.  You can also get a MiFi/Hotspot device with a data plan separately.  You are not charged for the devices connected to the hotspot, only the hotspot and the data it uses.
