Now I'm back in China, however, today I received a payment email which said another $30 was charged. I have no idea why it's happened?
Now I canceled the prepaid service on my iPad, but how can I get a refund on the unused prepaid plan?

That is the correct one. If no timely response you could request that it be escalated to the new data charge task force they created due to a recent FCC ruling on billing practices for data.
