Unable to authenticate your phone?

I recently bought 2 samsung legend prepaid phones. One of the phones is activated and working perfectly, the other i activated but i cant send or receive texts and when i try to make calls an automated messege tells me my phone cannot be authenticated. The 3g seems to be working fine however.
