What does it mean when I go roaming on the Verizon Network? Does it mean I am using Verizon extended service through another carrier? Does it mean I am gonna be charged extra?

@Please help me understand what does it mean to go roaming. Where does Verizon tells me I am gonna be charged extra for going roaming? Where can I get all the information (including legal info) regarding Verizon roaming policies.... THANKS!!!
