I tried to sign up for a prepaid account, the first time the window popped up saying "Congratulations, your number is available to be moved to Verizon Wireless." I continued on with the transaction and about 2 steps later, a window popped up saying an error occurred and that the system was unable to complete the transaction, try again later. When I tried again later, I was told that I couldn't transfer my number and would have to choose a new one. I did so, and 2-3 steps later, got another error window saying the transaction couldn't be completed. All attempts since have failed after entering the device serial number and SIM ID number. I tried calling the Consumer Sales 800 number and was immediately switched to the Verizon payment center which asked for a Verizon 10-digit phone number I don't yet have. What the hell? Doesn't Verizon want new customers?

I set my PP acct up over the phone precisely for that reason. After I tried to port over, I had a funny feeling about the process and discovered that my old contract SIM had changed numbers. I had a spare SIM and had Verizon program that card. I signed up over the phone due to this. I had a spare SIM sent to me as well already preprogrammed to my line. Because I ported my number from a small MVNO, there were issues on the other carriers end and I had to contact the porting dept to have everything straightened out.
