Why isnt there an Unlimited data plan for smartphones?

I bought a new smartphone, and im on the $45.00 unlimited text and talk 500mb data plan, was just wondering why there isn't an unlimited data plan also? I mean they have unlimited web use for basic plan user so why not do the same for smartphone plans, very unfair if you ask me.

There hasn't been an unlimited smartphone data plan for new customers since July 2011.
