Can’t add Verizon Mobile Protection to BYOD

I recently added an unlocked AT&T iPhone 15 Pro Max to my account and it does not give me the option to enroll in Verizon Mobile Protection. It only gives the option to add Mobile Secure. The other iPhone 15 Pro Max that I added to my account on the same day has this option so I’m unsure why the system isn’t recognizing that I should be able to add the protection. Does anyone else have this issue or have any suggestions?
