Lost phone and can’t log in

My phone was stolen and I’m trying to file a claim but I need to log into my Verizon account. Because I don’t have the lost phone I cannot use two factor authentication to log into my account, I cannot talk to a live representative because it wants me to log in . How am I supposed to fix this?
