Cell phone parental

My 16 yo stays glued to a cell phone screen all day and all night, literally.  Even all during class.  And grades? forget 'em.

I purchased Smart Family.  Would work great except that disabling or bypassing it is apparently common knowledge.  Hence its functionality is unreliable.  Practically speaking, it does not work.

So I am looking for a Verizon facility that completely freezes the number temporarily short of just changing carriers terminating the number permanently.  Is there any such possibility?
