Google photos won't work

The verizoV family base vpn orevenys me from downloading pictures from Google photos. Everything else works but I just get an error from photos. I really need my pictures!

So I removed all the restrictions and the download still would not work. It

always failed. Then I unpaired my phone, and it all downloaded just fine.

I'm just trying to get my photos from Google photos into my gallery.
