Photos will not back up to Google on my daughter's phone with the Just Kids plan. Photos reports "no wifi - will backup once wifi is available" even when the phone is connected to wifi. Is the VPN that's part of the parental controls app by default blocking photo backup to Google?

I'm sorry that you are having difficulties backing up photos on your daughter's phone to Google. The plan does not interfere with backing up photos and you should have no issues backing up when the phone is connected to WiFi. We can check options for you and see if updating some settings resolve the issue. What is the phone model in question?

It's a Moto G Power.
I've been to the local Verizon Wireless store. Staff there have never seen the issue but suspect it's related to the VPN that's used by default with Smart Family.

No because it's the Verizon Smart Family app that uses the VPN.
