I have Safe Guard enabled on my account but once I hit my data limit it stops completely. Can both Safe Guard and Family Base be used together?

Not the way you want. Family Base limits will stop data completely for that line when family base limit for that line is reached. Safet mode slows data down for all lines on the account once plan data limit reached.
