How can I set data limits on one device within my plan?

Have you looked at the Smart Family aka Family Base feature?

It's a great way to set data limits on one device within your plan. You can also follow the steps in the Controls section of https://www.verizonwireless.com/support/how-to-use-verizon-smart-family/ to set Data Target Limits or even limit time or select content.

You can't do it for free, even on a simple flip phone. You can either turn if off in the phone's settings (which a kid can easily turn back on) or you can pay $5 a month for Verizon's smart family plan. I'm in my 3rd hour on the phone with Verizon Wireless over the past 2 weeks trying to figure out how to do this, or at least how to turn off the web browser access on my kid's flip phone.
