How do you reset a restriction code on a phone?  Shouldn't a child's restriction code be that only a parent knows?

Do you mean the restrictions passcode on iPhone? A parent should normally set one, but if one hasn't been set yet, then anyone could set one. Once it's set, there's no way to reset it without knowing the old one outside of doing a factory reset on the phone. Just let me know if it's a different model phone and I've misunderstood.
