service that limits what a child can do on phone?

I am wanting to get my grandson a phone for christmas, I only want him to be able to:

1.  Only call certain numbers i.e grandparents, parents

2.  have limited to no access to the internet without his parents using a password to allow him.

3.  Make no purchases without a parent protected password.

4. Texting to only certain numbers

I don't know if there is such a service or device, but it's the only way he is going to get one.  He's only 10.
