Change Voice Mail *86 While Abroad

Hi i'm currently abroad for the month I have put in a local sim card and it worked flawlessly the only issue I am having is changing the Voice-mail number

If i attempt to change the number 1 speed dial Via

1. call settings
2. Voicemail settings
3. Voicemail Number

I then attempt to enter in the new number which in my case is *151

I get the current error

'Voicemail number change unsucessfull'

After this i attempted the same sim in an old Droid 3 device (also Verizon) and i was able to change the voicemail number with out a problem.

So i did a little more digging i downloaded an app called 'Sim Card Manager'

Low and behold the details on there were all correct except for

Sim operator name = Verizon

Voice mail number = *86

Clearly Verizon has kept some blocks on this phone and it's not fully 'Global Ready' as they claim

Any help how to get this annoying thing fixed is much appreciated.
