Flashing incoming call screen on Galaxy Note 8

When ever I get a phone call, I get this flashing screen first.  Once I opt to answer the call by swiping the green answer, I get the normal incoming call screen and then I have to swipe the green answer again to answer the phone.  How do I disable that flashing incoming call screen?

It was a flashlight app.......I figured it out.
