Galaxy S5 Lollipop - Wifi will not stay off!

I cannot get my S5 to keep the wifi off, no matter how many times I turn it off, it just pops back up looking for a network - even in areas where I have no saved networks, and even where I do have saved networks. I know the settings for "always scanning" - it's off. I know the settings for "wifi on/off during sleep" - it has no impact. I know how the smart switch settings - again not useful here. I know that some applications can have control over turning wifi on and off - I have disabled everything I can. I've scoured the Android forums, watched a dozen YouTube videos - nothing works. Every since I went to Lollipop 5.0 this phone has SUCKED. Wifi won't turn off, battery just drains yet it shows that nothing is draining it and it gets really hot. It's been slow and the screen locks in phone calls all the time - If I can at least get the Wifi issue fixed I'd be happy enough for now. Has any found a solution for this? I know it's an issue, others out there have the same issue as me - several - but I've found NO solutions.

Oh no, I am sorry to hear your phone keeps turning your wifi connection on. Let's look into this further. When you turned off the wifi connection did you forget the connections you have saved? Does this happen everywhere with all wifi connections (public and private)?

I can do both. option 1) I turn off my wifi at home where I have 2 saved private connections, let's just call them HOME and HOME_2 for now. In a few minutes the wifi page will pop up telling me it just connected to HOME - but I just turned the wifi off. So in this example it is "auto connecting" to already known connections even when I manually turn if off. If I manually forget all connections and turn off the wifi - and I mean all, not just the local ones in range - it will pop back up again with a wifi connect page telling me what is available - even when the wifi is off and all the connections were forgotten. Option 2) I am out somewhere I have never been, no saved networks in range at all, not even close, private or public. The moment I try to do anything that requires data - and in this case I would just assume use 4G - it turns on the wifi and pops up telling what networks are available - the wifi was off before I started. I've changed every setting possible that controls wifi. I've been researching this for weeks, so the basic canned response of SETTINGS > WIFI > ADVANCED > a) "always allow scanning" or b) "smart switch" or c) "keep wifi on/off during sleep" - won't help. Something, either a program or a root setting in lollipop is always going to wifi no matter what I do. If I tell it to turn off, it should stay off, it's not that complicated. I understand issue if it's on with connections and or switching between data and wifi, but that's not the issue here. I've wiped the phone clean and went back to factory and the latest update, the minute lollipop 5.0 gets installed the issue returns.
